Update to the dynamic segments refresh logic

Why?

Previously, dynamic segments all refreshed at the same rate, meaning that we could not tailor the rate to match specific use cases.

This change allows us to separate out the refresh rate of segments used in automation flows from the segments used for other customer needs.

What’s new?

Dynamic segments refresh once every 24 hours by default, with one exception:

If they are referenced in an automation flow, we update them once every 6 hours.
