Dynamic segments are lists that update over time as contacts are automatically added and removed based on actions and conditions in your campaign flows.
You can have up to 350 dynamic segments (not including archived segments).

Create a dynamic segment using the customer filter to set up your conditions, then click Save as new segment.
Give your segment a name and a description, the select Dynamic from the dropdown and Save:
